The noble Malaysian Qualification Framework (MQF) has been established by the Agency (MQA) to emphasise obligation apply Outcome-Based Education (OBE) for higher education in Malaysia, with revised version of MQF introduced year 2019 assure quality continues be on par current global demand. A after launching edition, momentum OBE implementation was interrupted unforeseen pandemic crisis, resulting major disruptions all institutions. This study intended explore how implemented a Higher Provider (HEP) that offers Open Distance Learning (ODL), as well its challenges and improvement approaches when impacted unprecedented event. applied qualitative research design adopted purposive sampling method select four participants join one-to-one semi-structured interview. Data collected were transcribed analysed via ATLAS.ti software using thematic approach. finding revealed ODL-HEP well-applied updated framework achieve ultimate goal OBE. However, there both positive negative perspectives about education. In addition, themes namely psychomotor domain, alternative assessment, learning outcomes achievement, dropout students discovered amidst pandemic. results continual aspect also five important illustrate HEP responded change.
